Scope and Contents
One broadside published by Juan Vicente de Guemez Pacheco de Padilla Horcasitas y Aguayo, second Count of Revillagigedo's administration, and posted in Veracruz, Mexico, on 26 March 1791, decreeing new public health and sanitation regulations for food vendors. The regulations address how food vendor spaces need to be cleaned (swept daily, which days are garbage pickup days, etc.), how to dispose of different goods, and what items could be sold from home fronts.
The broadside measures approximately 17"x 12 ½," not including the laminated protective sleeve.

Biographical / Historical
Juan Vicente de Güemez Pacheco de Padilla Horcasitas y Aguayo (1738-1799) served in the Spanish military as a lieutenant colonel and became a knight of the military, baron, and lord. After his military career, Guemez Padilla Horcasita was a viceroy of New Spain, which included parts of modern-day Mexico, southwestern United States, Central America, and South America. Guemez Padilla Horcasita arrived in Veracruz in 1789 and immediately began ordering the cleanup of the city, particularly around the viceroy's palace, and implemented paving, school construction, and street lighting projects. Prior to Guemez Padilla Horcasita's arrival, public sanitation efforts were minimal and had no official government oversight. The reforms included banning food sellers from specific areas of the city, dictating how refuse was to be collected, and requiring new buildings to be constructed with an official license.
Other reform efforts led by Güemez Padilla Horcasita included constructing Indigenous schools, expanding education systems for Mexican students, and creating medical care in Indigenous hospitals. Güemez Padilla Horcasita held office for five years before a judicial procedure against him led to his removal.
