Scope and Contents
This decree, issued by the Ministry of War and Navy of the Central Mexican Republic under President Antonio López de Santa Anna, was to protect the Santa Fe and Taos trade in the New Mexico territory. The decree is signed by José María de Tornel y Mendívil, the Minister of War during this time. The Santa Fe Trail was a vital trade route from approximately 1821, when Mexico gained independence from Spain, until 1880 when the railroad arrived. The trail connected Franklin, Missouri, and Santa Fe, New Mexico. Taos was a center for trade located slightly north of Santa Fe on the Old Spanish Trail route, which connected Santa Fe and Taos to Los Angeles, California, and all the primary settlements in between.
