The settlement was originally a possession of France, England, Spain, and America. The boats laying at Old St. Stephens landing are the U.S. Revenue Cutter, "Wynona", which represented the U.S. Government. The boat laying above the "Wynona" is the Bay Boat, "James A. Carney" that brought the Spanish Consul and the delegation from Mobile to the celebration. The U.S. Revenue Cutter flew all the flags for such occasions. Capt. Ed. G.
