Scope and Contents

Thirty-four pages of a manuscript essay dated January 25, 1807, attributed to Samuel Shepard Conner. There is a note in a later hand on the first page that states “Leaves found in an old blank book belonging to Samuel S. Conner dated January 26th, 1807.” The two-part essay discusses United States political affairs especially concerned with the military and conflict with France and other European Nations. The author discusses potential revolts of enslaved people in the southern United States and Carribean Islands that the French could instigate. The essay is signed “Horatius”.

Biographical / Historical

Samuel Shepard Conner was born in Exeter, New Hampshire in 1783. He was a veteran of the War of 1812 and a member of the United States House of Representatives from Massachusetts from 1815 to 1817. Conner died in 1820 after he was appointed surveyor general of the Ohio land district. The manuscript essay was written between the United States Revolutionary War and the War of 1812, when tensions between the United States and European powers were high, especially with England.
