Biographical/Historical note

Born in 1929 in Cottonville, Alabama. Barnard was a University of Alabama alumnus and received both his Masters and Ed.D. at the University. He served in the U.S. Army from 1950-1952. Barnard was a professor at Rutgers from 1960-1966 and then at the University of Kentucky in 1966. He went on to become the Associate Dean for Teacher Education after 1977.
