The collection is made up of a framed copy of the Former Prisoners of War Benefits Act of 1981 (Public Law 97-37, 97th Congress, 1st session, 1981) which amended title 38 of the United States Code to improve certain benefit programs of the Veterans' Administration for veterans who are former prisoners of war. The copy is inscribed to Jeremiah Denton, Senator from Alabama who had been a prisoner of war of the North Vietnamese for seven years and seven months during the Vietnam War.
