Biographical / Historical

Earl F. Hilliard was born April 9, 1942, in Birmingham, Alabama. He was elected as a Democrat to the Alabama House of Representatives, serving there 1975 to 1981. He then served in the Alabama State Senate from 1981 to 1992. At that time Hilliard was elected to represent Alabama's 7th Congressional District in the United States House of Representatives and served there from 1993 to 2003.
