This collection consists of one letter written by William Winter Payne, dated February 10, 1847, to John G. Mason, Secretary of the Navy, recommending Alexander J. Simms to a lieutenancy in the United States Marine Corps.

Biographical / Historical

William Winter Payne was born near Warrenton, Fauquier County, Virginia, on January 2, 1807. Although he studied law, he never had a practice. In 1825 he moved to Franklin County, Alabama and engaged in planting. He served as a member of the State House of Representatives in 1831. After he moved to Sumter County, Alabama, he was once again elected to the State House of Representatives and served from 1834 to 1838. He was elected to the United States House of Representatives and served from 1841 to 1847. After a failed attempt for reelection, he returned to Virginia in 1847 and died in Warrenton, Virginia on September 2, 1874.
