This collection consists of letters written to Mary Hallowell of Philadelphia, Pennsylvania, from various government officials in Washington, DC, Pennsylvania, and Rhode Island, regarding her request for help for "refugees" from Tennessee during and immediately after the Civil War. These refugees were Tennessee residents who had remained loyal to the Union during and who had moved farther north during the War.
